this forum was one of the first to discuss and compare this political phenomenon in Asia.<\/p><p>Over the two-day event, researchers from the Indian academic institute reported that their experiences in decentralization echo current attempts in Indonesia and the Philippines, while practitioners from Southeast Asia said they found Indian lessons significant for their own political evolution.<\/p><p>Keynote speaker, Mr. Noriaki Nishimiya, Former Executive Director of the JICA Chugoku Center, warned participants against adopting decentralization that could lead to elites capturing power, and emphasized the significance of a \u2018learning by doing\u2019 approach in order to give attempts more chance for success.<\/p><p><a href=\"https:\/\/hipps.hiroshima-u.ac.jp\/hipec\/site\/wp-content\/uploads\/2017\/12\/IMG_4588-Keynote-Speech-by-Mr.-Noriaki-NISHIMIYA.jpg\" rel=\"attachment wp-att-155\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-155\" src=\"https:\/\/hipps.hiroshima-u.ac.jp\/hipec\/site\/wp-content\/uploads\/2017\/12\/IMG_4588-Keynote-Speech-by-Mr.-Noriaki-NISHIMIYA-300x200.jpg\" alt=\"IMG_4588 Keynote Speech by Mr. Noriaki NISHIMIYA\" width=\"300\" height=\"200\" srcset=\"https:\/\/hipps.hiroshima-u.ac.jp\/hipec\/site\/wp-content\/uploads\/2017\/12\/IMG_4588-Keynote-Speech-by-Mr.-Noriaki-NISHIMIYA-300x200.jpg 300w, https:\/\/hipps.hiroshima-u.ac.jp\/hipec\/site\/wp-content\/uploads\/2017\/12\/IMG_4588-Keynote-Speech-by-Mr.-Noriaki-NISHIMIYA-768x512.jpg 768w, https:\/\/hipps.hiroshima-u.ac.jp\/hipec\/site\/wp-content\/uploads\/2017\/12\/IMG_4588-Keynote-Speech-by-Mr.-Noriaki-NISHIMIYA-1024x683.jpg 1024w, https:\/\/hipps.hiroshima-u.ac.jp\/hipec\/site\/wp-content\/uploads\/2017\/12\/IMG_4588-Keynote-Speech-by-Mr.-Noriaki-NISHIMIYA-624x416.jpg 624w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p><p>Prof. Osamu Yoshida, who organized the seminar, emphasized its significance saying, \u201cthis academic discussion has shown the diverse paths countries are taking to reach peace through autonomy.
